SENATE BILL NO. 89 "An Act making appropriations for capital                   
project matching grant programs; and providing for an effective date"          
was read the second time.                                                      
                                                                               
Senator Pearce moved and asked unanimous consent for the adoption              
of the Finance Committee Substitute offered on page 1860.  Senator             
Duncan objected, then withdrew his objection.  There being no                  
further objections, CS FOR SENATE BILL NO. 89(FIN) was                         
adopted.

Senator Taylor moved and asked unanimous consent that CS FOR                   
SENATE BILL NO. 89(FIN) be considered engrossed, advanced to                   
third reading and placed on final passage.                                     
                                                                               
Senator Lincoln objected.
